The Failure of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the bleak nature of the current period. By day, political struggles are waged: positive announcements are delivered from multiple capitals. Considerable effort is expended on containing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "peace".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a ability provided through current data. From observation points, military aircraft that had been scrambled to intercept incoming aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, presumably supplied through partner states. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly becomes resigned acknowledgment: maybe the incoming missile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a aerial vehicle close by, part of a defensive team – probably allied-provided weaponry. Sadly, the bullets missed the hostile drone – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's critical military reliance on Western support – a need that regional partners are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership functions according to a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unrealistic to pressure the Kremlin to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does nothing to deter Moscow, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its favour in the near future.

Divergent Views

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but averting a total frontline collapse until circumstances change in its favour.

Existing Situation

Objectively, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: political desires to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a only one week to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.

While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
